Atkins was appointed as technical advisor to the Singapore Infocomm Development Authority (iDA) to help deliver high speed internet access to 95% of all homes and businesses in Singapore by 2012. The iDA invited tenders under a PPP initiative and recruited three organisations, including Atkins, to advise on the preparation of the tender documentation and to provide support in evaluating the bidders’ responses.

Our strategic advice covered a range of technical issues to be addressed in the tender, from demarcation of operations to the specification and description of network coverage and rollout, and the network architecture and topology. Atkins also provided advice on the issues of service provisioning and network maintenance and operation.

In addition, Atkins led the technical competitive dialogue sessions with pre-selected bidders on behalf of the iDA.
