The Harbour Area Treatment Scheme system will collect and convey sewage along the shoreline of Hong Kong Island to the treatment works before final disposal into the western harbour. Atkins was employed by the Leighton-LNS joint venture to be the consultant firm for the geotechnical and structural elements of the contractor’s design.

The project specification called for a first pass (temporary) tunnel lining capable of withstanding full hydrostatic water pressure. By carrying out detailed hydro-geological studies and developing a strategic grouting regime Atkins was able to demonstrate that a reduced design water pressure could be adopted, resulting in significant cost savings.
